To meet increasing trade demands and improve logistics capacity, Ho Chi Minh City (HCMC) aims to invest over VND 77,000 billion (approx. USD 3 billion) in the development and modernization of its seaport system by 2030. This strategic investment is essential to enhance connectivity, reduce congestion, and strengthen the city’s role as a key logistics hub in Southeast Asia.

Key Investment Areas

According to the newly announced port development plan, HCMC will focus its resources on the following core initiatives:

  • Expanding Container Handling Capacity: Ports along the Soai Rap and Nha Be rivers, including Hiep Phuoc Port, will receive significant upgrades to handle growing container volumes.

  • Developing Can Gio International Transshipment Port: This mega-port project, located near the mouth of the Soai Rap River, is expected to become a regional hub that can handle super-large container ships of up to 250,000 DWT.

  • Improving Inland Connectivity: Investments will also target the enhancement of inland waterway and road networks to ensure efficient cargo movement between ports and industrial zones.

  • Upgrading Green Port Infrastructure: The plan highlights the integration of digital systems and sustainable practices, in alignment with the global push for greener and smarter port operations.

Funding and Implementation Timeline

The total required capital of VND 77,000 billion will be mobilized through a mix of state budget allocations, private investment, and public-private partnerships (PPP).

The investment will be rolled out in two phases:

  • 2021–2025: Focus on upgrading existing infrastructure and beginning site clearance for major projects.

  • 2026–2030: Full implementation of key projects, including the Can Gio port, and widespread digital transformation across the port network.

Strategic Importance for National Trade

Ho Chi Minh City currently handles more than 40% of Vietnam’s total container throughput. However, rapid urbanization and growing trade volumes have overwhelmed the current port system, leading to bottlenecks, high logistics costs, and delays.

By boosting port capacity and improving efficiency, the city aims to:

  • Reduce container congestion at Cat Lai and other major ports.

  • Enhance multimodal connectivity to the Mekong Delta and Southeast provinces.

  • Strengthen Vietnam’s competitiveness in regional and global supply chains.
